JONESBORO, Ark. — A woman who was charged with death by delivery last year was arrested on drug charges again over the weekend in Jonesboro, according to police.
The probable cause affidavit says that at 7:05 p.m. on May 4, 2025, officers were at the intersection of Nettleton and Stevens when they observed a gray KIA passenger car that, when checked, showed unconfirmed insurance. The car was running for several minutes at the entrance of the gas station parking lot, but never moved. Eventually, when the vehicle pulled out, officers conducted the traffic stop.
Officers made contact with the driver, Quiency Wells, and the passenger, Joann Wells, who they confirmed was out on bond for a death by delivery arrest. Both subjects appeared to be slightly sweaty, spoke quickly, and the driver’s hands were shaking. Officers were shown valid insurance.
A K-9 was called to the scene to conduct a free air sniff. A positive alert was given. The center console was found to have a large plastic baggie containing multiple yellow unmarked capsules, along with legitimate antibiotic pills later identified as Amoxicillin. The unmarked pills appeared to contain a white powder substance inside. Neither subject could answer as to what the pills were.
Officers found suspected meth residue on a mirror inside of the female’s purse.
The driver was cited and released with a no seatbelt ticket, driving the vehicle from the scene.
The passenger was arrested for felony possession of drug paraphernalia. When officers reviewed the footage of their backseat, the suspect can be seen digging in the back of her pants. Video shows her lean forward, put her head against the cage, and a small object can be seen in her left hand that she is holding behind her back. She is later seen tossing the object in her mouth.
Joann Wells is now facing charges including possession of a counterfeit substance, drug paraphernalia, and tampering with evidence, all Class D felonies.
On Monday, Judge David Boling found probable cause to charge the suspect. He noted the defendant was charged with death by delivery in June, 2024, but that a circuit court judge reduced her bond from $500,000 to $10,000 cash or surety. Perhaps hoping the next circuit judge would take note, Boling set her bond at $500,000 cash or surety.

The defendant is next scheduled in court on June 27.
Wells is still facing a charge of second-degree death by delivery following the fatal drug overdose of Whitney Jones on August 16, 2023. Jones died from fentanyl and alprazolam toxicity, according to autopsy results. Investigators found that Jones had arranged to purchase $300 worth of Percocet from Wells via Facebook Messenger. The drugs, suspected to be counterfeit and containing fentanyl, were delivered to Jones at her workplace on August 15. The next day, Jones was found dead at home. Records of payments made via CashApp linked Jones to Wells.
All suspects are innocent until proven guilty in a court of law.

I agree, she needed to be taken off the street but to be pulled over because she was stopped in a parking lot in a running car??? Does this mean it is now illegal to stop in a parking lot in a running car in Jonesboro?
Same thing happened to my son, who was sitting in his car eating a meal from McDonald’s. They felt he was trying to hide something, when all he was doing was eating before heading to work at one of the factories there. He was cited and was said to have been under the influence, and guess what, my son doesn’t drink, smoke, or take pills in any way. I have to make him take something for a headache.
