Registered Sex Offender Accused of Failing to Report Address Change, Employment Information

JONESBORO, Ark. — A Jonesboro defendant required to register as a sex offender is accused of failing to comply with Arkansas reporting requirements after authorities said he could not be located at his registered address and had not provided an updated address or employment information.

Lawrence Lee Jenkins, 41, was arrested on a charge of failure to register or failure to comply with reporting requirements, a Class C felony.

Judge David Boling set Jenkins’ bond at $150,000 cash or surety and ordered him to wear an ankle monitor. His next court date is May 18.

According to the probable cause affidavit, Jenkins is required to register as a sex offender in Arkansas. The affidavit states he was arrested on Feb. 28, 2006. Court records show he was convicted on Oct. 30, 2006, for sexual assault in the fourth degree and sexual indecency with a child.

Authorities said Jenkins was assessed as a Level 2 moderate-risk offender by the Sex Offender Screening and Risk Assessment Division of the Arkansas Department of Corrections on Oct. 4, 2007. He has since faced multiple cases for failure to comply, online records show.

The affidavit states Jenkins had been listed as living at a Jonesboro residence since Oct. 28, 2025, and was provided a phone number for authorities to contact. On Feb. 17, 2026, Jenkins’ supervising officer with the Department of Parole and Probation reported that Jenkins had moved and was listed as an absconder, according to the affidavit.

Since Feb. 17, authorities said numerous unsuccessful attempts had been made to contact Jenkins at his registered address, and the listed phone number was no longer associated with any additional information to contact him.

Under Arkansas law, the affidavit states, anyone subject to sex offender registration must report a change in residence, mailing address, or temporary domicile to law enforcement no later than five days before establishing the new residence or temporary domicile.

Authorities said Jenkins had not contacted the registering office to provide an updated employment record or a new address.

All suspects are innocent until proven guilty in a court of law.
