PARAGOULD, Ark. — A 62-year-old defendant was arrested after Paragould officers responding to a traffic complaint found a vehicle in a driveway with a child in the back seat and the driver showing signs of impairment, according to a probable cause affidavit.
Michael D. Orr was arrested on suspicion of first-degree endangering the welfare of a minor, a Class D felony, obstructing governmental operations, possession of an open container in a vehicle, and DWI, second offense.
According to the affidavit, officers responded on April 13, 2026, to Highway 49 North near the city limits in reference to a silver SUV driving into oncoming traffic. When officers arrived, they reported seeing a white GMC truck blocking a silver SUV in a driveway.
Officers made contact with the driver of the silver SUV, identified in the affidavit as Orr. Police said Orr had bloodshot eyes, slurred speech, and slow reaction time. Officers also reported smelling alcohol coming from within the vehicle.
The affidavit said a 6-year-old girl was in the back seat. Officers also reported the vehicle was still in drive and said Orr repeatedly refused instructions to put the vehicle in park and exit.
After field sobriety testing, Orr was arrested, according to the affidavit. During a search of the vehicle, police reported finding three empty Wild Turkey American Honey bottles behind the front passenger seat in the floorboard.
The affidavit said Orr later agreed to a breath-alcohol-content test at the police department, with the result listed as .18.
Bail was set at $7,500 cash only by Judge Curtis Hitt, who also ordered alcohol monitoring by ankle monitor.
All suspects are innocent until proven guilty in a court of law.
