Third Recent Case for Jonesboro Woman Facing Felonies After Alleged Vehicle Assault

JONESBORO, Ark. — A woman is facing felony and misdemeanor charges after police allege she attempted to strike someone with a vehicle and caused a minor injury. It is her third felony case in Jonesboro since August.

On October 20, 2024, officers with the Jonesboro Police Department responded to the 1000 block of Matthews Avenue in reference to a disturbance. Officers arrived and made contact with four alleged victims. The affidavit said due to the defendant being loud, all the victims were outside in an attempt to get her to leave.

The defendant and her passenger got into her vehicle but the affidavit said she began operating it erratically, alleging that she attempted to strike three victims. During this, one victim’s foot was run over, causing his hand to strike the windshield. His hand was cut, with officers observing blood.

During the incident, the affidavit said the defendant was backing up and circling through other yards. Damage to a yard at the 1000 block of Matthews was noted, with fresh tire tracks leading both to and from the yard.

After leaving the area, the affidavit said the defendant struck the vehicle of a fourth victim, causing minor damage.

The defendant was stopped by Jonesboro officers directly after leaving the area. Fresh mud and grass were observed on her vehicle, the affidavit said. Police noted she was acting in a belligerent manner. She consented to a portable blood alcohol test, registering a .081, just slightly over the legal limit. The defendant was arrested. After some time, at the jail, a breath sample showed her blood alcohol level to be .05.

Chelsea Hayden Mitchell, 28, of Jonesboro, faces charges including aggravated assault, a Class D felony; second-degree battery, a Class D felony; second-degree criminal mischief, a Class A misdemeanor; and DWI, a misdemeanor.

Mitchell appeared before Judge Tommy Fowler on Wednesday, Oct. 23. The judge noted it was her third arrest since August, and she was already out on two bonds. He also noted a prior failure to appear incident. Judge Fowler set bail at $25,000 cash or surety.

The two bonds mentioned by the judge stem from two separate cases in Jonesboro.

The first incident began as a traffic stop on August 13 on a vehicle Mitchell was the passenger in. It quickly escalated when authorities reportedly found cocaine, other drugs, and cash.

Mitchell faces four felony charges: possession of meth/cocaine with purpose to deliver, greater than 2 grams, a Class B felony; possession of drug paraphernalia, tampering with evidence, and possession of schedule IV or V with purpose to deliver, all Class D felonies. She also faces a charge of possession of schedule VI with purpose to deliver.

A second investigation was already underway involving Mitchell, court records show. On August 11, officers responded to Greenbriar Drive to investigate a reported theft. A male said $7,400 was stolen out of his safe, along with a class ring. The alleged victim said Chelsea Mitchell stayed the night at his house the night prior to the money being stolen and slept in the same room as the safe. One of her sisters reportedly observed her with a large amount of money. When she was pulled over in the previous case, police said they found the class ring on her.

In that incident, she faces a Class C felony charge of theft greater than $5,000 but less than $25,000.

All suspects are innocent until proven guilty in a court of law.
