
Deputy must undergo training for interactions with individuals with disabilities
BATESVILLE, Ark. – The Independence County deputy seen in a controversial video posted early Monday (June 22) to Facebook was disciplined for his actions, a statement from the sheriff’s office said Friday.
The Independence County Sheriff’s Department has issued disciplinary actions, which stemmed from an internal investigation, involving a complaint received on Monday, June 22, 2020. The deputy involved has been suspended without pay and required to complete additional training. The training is directed towards individuals with disabilities and cognitive behavior. No findings of a criminal act was found; however, policy violations supported the disciplinary actions. Disciplinary actions were issued in accordance with the Independence County Employee Handbook. – Independence County Sheriff’s Department
Kevin and Kandy Dowell are the couple seen in the video. The deputy’s name has not been released.
The couple told Region 8 News they had previously called 911 during domestic disputes but on this occasion, the responding deputy behaved much differently than before. According to the couple, the deputy arrived angry and escalated the situation.
