Burger King Drive-Through Card Fraud Investigation Leads to Arrest

JONESBORO, Ark. — A Jonesboro man was arrested after police said video showed him using his personal phone to record customers’ credit and debit card information while working a fast-food drive-through.

Clifford Mark Shelly, 19, was arrested June 29 by the Craighead County Sheriff’s Office on a warrant, according to a probable cause affidavit.

The investigation began in late December after officers received multiple reports of stolen debit and credit card information and the fraudulent use of those card numbers. During the investigation, officers obtained surveillance footage from a Burger King in Jonesboro.

The footage showed Shelly working the drive-through window and using his personal cellphone to record images of customers’ cards on Dec. 15 and Dec. 19, 2025, according to the affidavit.

Investigators said multiple unauthorized purchases were then made using the stolen card information. The purchases involved three victims and totaled $1,483.89, including payments for hotel accommodations, food and transportation, according to the affidavit.

Shelly was arrested for six counts of fraudulent use of a credit card and three counts of theft of property, credit or debit card, all Class D felonies.

His next court date was set for Aug. 21. Bond was set at $35,000 cash or surety, with Judge Tommy Fowler noting Shelly’s second arrest for theft this year and a history of theft.

All suspects are innocent until proven guilty in a court of law.
