JONESBORO, Ark. — A traffic stop for a broken headlight and expired registration led to the discovery of approximately 57 grams of suspected methamphetamine, according to a Craighead County probable cause affidavit.
Kenneth Vann faces allegations of possession of methamphetamine or cocaine in an amount greater than 10 grams but less than 200 grams, a Class B felony; obstructing governmental operations, a Class C misdemeanor; and improper headlights, according to first appearance documents.
Jonesboro Police Officer Miller stopped a white Chevrolet Malibu near East Highland Drive and Race Street on Oct. 9, 2026. The affidavit states the vehicle had a headlight out and registration that expired in July.
When Miller contacted Vann, the driver, he reported seeing Vann make a motion as if wiping his hands on his shorts.
The officer confirmed Vann was under a suspended imposition of sentence, removed him from the vehicle and searched it, according to the affidavit.
Between the center console and the driver’s seat, Miller reported finding a spilled crystalline substance near a shopping bag containing the same material.
The substance weighed approximately 57 grams and field-tested positive for the presence of methamphetamine, the affidavit states.
After taking Vann into custody, officers asked for his current address so they could search his residence in connection with the suspended imposition of sentence, according to the affidavit.
The first address Vann provided led officers to a vacant property. He then said he was staying at a different address, but residents there told officers they did not know him and he did not live there, the investigator wrote.
Vann was transported to the Craighead County Detention Center pending a probable cause hearing.
At an Oct. 12 first appearance, Judge Thomas Fowler found probable cause to detain Vann pending further proceedings and set bond at $75,000 cash or surety. A handwritten notation on the bond order references two prior failures to appear.
His next court appearance is scheduled for 8:30 a.m. Dec. 16 at the Craighead County Courthouse.
All suspects are innocent until proven guilty in a court of law.
