VIDEO: ASP TVI Ends I-55 Pursuit in Rural Crittenden County

CRITTENDEN COUNTY, Ark. — Arkansas State Police video shows a pursuit on Interstate 55 ending when a trooper performed a Tactical Vehicle Intervention on a pickup truck that rolled after leaving the roadway.

The incident happened at about 1:28 a.m. April 18, 2026, after Trooper Wright attempted to stop a tan GMC pickup truck for expired tags and reasonable suspicion of criminal activity, according to an Arkansas State Police incident report.

Wright reported seeing the pickup driving about 15 to 17 mph in a 45 mph zone before pulling onto the shoulder to pick up a person who was coming from a fenced-in area near closed businesses. The trooper reported seeing the passenger reach down and pick something up from the ground before approaching the truck.

As the passenger got into the vehicle, Wright reported seeing the expired license plate tab and activating his blue lights. The driver then spun the tires and fled, according to the report.

The pickup merged onto Interstate 55 southbound near the 3-mile marker. Wright reported the driver alternated between braking, accelerating and swerving as the vehicle continued southbound. The report said the pickup appeared heavily overloaded with objects and was sluggish during the pursuit.

Wright said he initially backed off as the vehicles approached a disabled bobtail semi partially in the right lane. After passing the semi, the trooper moved in to perform a TVI as the pickup approached more traffic.

The TVI was performed near the 2-mile marker, causing the pickup to spin off the roadway to the right. The report said the vehicle entered the grass, went down a slope and rolled once after the right rear tire deflated and the rim dug into the ground.

The pickup came to rest upright on its wheels, facing southbound.

Wright reported seeing movement inside the vehicle through the shattered windshield and began giving commands. The passenger eventually crawled out of the passenger-side window and was taken into custody.

Officers then searched for the driver and found him slumped from the driver’s seat toward the area behind the passenger’s seat. The report said the passenger seat was not bolted down and was “little better than a lawn chair inside the vehicle.”

The driver was unconscious but breathing. Medical services were called for both occupants, and both were taken to Regional One Hospital.

The driver was identified as James England. The passenger was identified as William Logsdon. The report said there was no passenger seatbelt and that the driver was not wearing a seatbelt.

During a search of the vehicle and debris field, Wright reported finding a blue bag containing a pill bottle with the label scratched off. Inside were two round blue pills marked “RP” on one side and “10 325” on the other. The report identified the pills through a pill identifier as acetaminophen and oxycodone hydrochloride, a Schedule II controlled substance. The pills were sent to the crime lab for testing.

England is facing charges of fleeing by vehicle or conveyance, no seatbelt, fictitious tags, failure to register a vehicle, possession of a Schedule I or II controlled substance excluding methamphetamine and cocaine under 2 grams, possession of drug paraphernalia not involving methamphetamine or cocaine, and careless and prohibited driving.

Logsdon is facing charges of possession of a Schedule I or II controlled substance excluding methamphetamine and cocaine under 2 grams, no seatbelt, and possession of drug paraphernalia not involving methamphetamine or cocaine.

The fleeing vehicle sustained extensive damage, including damage to the cab roof, both doors and the point of contact from the TVI. Damage was estimated at $15,000. Wright reported his patrol vehicle was not damaged.

All suspects are innocent until proven guilty in a court of law.
