Puppy Mill Owner Pleads Guilty to 1 Count of Aggravated Cruelty to a Dog, Cat, or Equine

Jonesboro, Arkansas – Today, Karen Siegel, a former puppy mill owner, pleaded guilty to one count of Aggravated Cruelty to a Dog, Cat, or Equine, a Class D Felony. Siegel was sentenced under the First Offender Act to twenty-four (24) months of supervised probation and fifty (50) days of house arrest, during which she will wear an ankle monitor at her own expense.

As part of her sentence, Siegel must undergo a psychological evaluation and comply with all recommended treatment. She was ordered to pay a $650 fine and restitution in the amount of $132,592.07. She is prohibited from owning or possessing any animals for the duration of her probation.

On January 30, 2024, officers with Jonesboro Animal Control responded to a residence after receiving reports regarding the condition of animals at the property. Upon executing a search warrant, officers seized more than fifty dogs from inside the home and surrounding yard.

Investigators found the residence covered in feces and permeated with the strong odor of urine. Numerous dogs were confined in stacked kennels coated in waste, while others roamed freely throughout the residence and yard. A deceased dog was located on the back patio. Additional animals appeared malnourished and unclean. While removing the animals, officers discovered a second deceased dog inside a trash bag stored in a freezer within the residence.

Chief Deputy Prosecutor Jessica Thomason, who prosecuted the case, stated:

“The conditions these animals endured were unacceptable and deeply disturbing. This resolution ensures accountability by imposing meaningful punishment, while also structuring the sentence in a way that allows the defendant to pay significant restitution for the tremendous cost of care. We are grateful to the officers and rescue partners who stepped in to protect these animals and give them a second chance at life.”

All surviving animals were placed with rescue organizations and have since been adopted into loving homes. The Prosecuting Attorney’s Office extends its sincere appreciation to Jonesboro Animal Control and the rescue organizations that assisted in the care, rehabilitation, and placement of these animals. Their efforts were instrumental in ensuring the animals’ safety and successful adoption.
