JONESBORO, Ark. — A man was arrested in a disturbing case involving alleged animal cruelty on July 2 in Jonesboro.
James Earl Tobar, 20, of Jonesboro, made his first appearance in court on Monday, July 7, after the long holiday weekend. He faces a Class D felony charge of aggravated cruelty to a dog, cat, or horse. Monday, Judge Tommy Fowler ordered a mental health evaluation and for Tobar to be held until Wednesday, when he will be brought back before a judge for bail consideration.
The police report states that officers responded late July 2 to the 1300 block of Loberg Lane after a suspect allegedly strangled his mother’s cat while in a mental crisis. The police report states that the cat was killed.
According to the probable cause affidavit, on July 2, JPD responded after a witness reported that Tobar had killed their cat by strangulation. They observed the act. Tobar stated the cat “had it coming” and “it never liked him.” Another witness reported seeing Tobar pick up and throw the cat earlier in the day.
When confronted by police, Tobar allegedly admitted to killing the animal, claiming his actions were in self-defense due to the cat biting him. One of the witnesses contradicted this claim, stating the cat only bit him after he had grabbed it by the neck.
On Wednesday, Judge David Boling set bail at $100,000 cash-only, stating that the prosecutor’s office is filing an involuntary commitment case against Tobar.
All suspects are innocent until proven guilty in a court of law.
