Man Accused of Sexual Assault at AState Identified Through Police Photo Lineup

JONESBORO, Ark. — A Little Rock man was recently arrested after being identified in a police line-up by a woman who reported she was sexually assaulted on the campus of Arkansas State University.

According to the probable cause affidavit, a report was made at 3:35 PM on April 1, 2025, with the University Police Department regarding a sexual assault that had allegedly occurred on campus. The alleged victim stated she had picked up the defendant in Jonesboro around 11:07 PM on March 31. She brought the defendant to her residence hall.

While at the location, the victim alleged that the defendant fell asleep on her bed. She said she tried to get him to move, but he wanted her to lie in bed with him. She stated she had a boyfriend and was not going to have sex with him. After an argument, he moved out of her bed, and she went to sleep.

At 5:15 AM, the affidavit alleges the victim woke up to the defendant penetrating her. She said she told him to stop, but he wouldn’t until he completed.

Later in the day, the defendant and victim were texting about the defendant providing her with money to buy a “Plan B” pill.

Police said in the text message that the defendant stated he was drunk when confronted by the victim. The victim also told the defendant he should never have touched her, as she said before she went to sleep, and that she did not care if he was drunk. The defendant allegedly replied, “Bet. You right.”

The woman only knew the subject as “Kobe.” UPD contacted JPD and, with their help, identified the suspect.

UPD also texted the defendant from a work cell, stating, “What up Jacobiown?” The affidavit says he replied, “Farted Out.”

On April 4, police conducted a photo line-up with the victim, who selected the defendant out of a lineup of six individual photos with similar physical attributes, the affidavit said.

Jacobiown Travoughn Fulks, 26, of Little Rock, was arrested on July 3, jail records show. He faces charges including rape, a Class Y felony punishable by 10 to 40 years or life in prison.

Fulks appeared before Judge Tommy Fowler on Monday, July 7. Bail was set at $150,000 cash or surety with a no-contact order and a requirement for a GPS ankle monitor. His next court date is on August 21.

All suspects are innocent until proven guilty in a court of law.
