Bay Man Arrested on Felony Charges After Parole Compliance Check

BAY, Ark. — A Bay man is facing a Class Y felony, in addition to other charges, after a parole compliance search earlier this week.

On May 14, agents with Probation and Parole conducted a parole compliance check at the 200 block of Ritterman in Bay, according to the probable cause affidavit. The subject of the search was Harley Lockheart Russell, 23, of Bay.

While searching the residence, agents found a brown zip lock bag in Russell’s bedroom. Inside, police found digital scales and suspected marijuana. The bag also contained keys to a safe. When the safe was searched, authorities found a pill bottle and a Springfield XD-9 firearm. At this point, agents called for uniformed police.

Police located a clear bag with smaller bags containing marijuana in the bedroom. In total, the weight was 2.5 ounces.

Bay Police Assistant Chief Chris Walker responded and took possession of the evidence.

Agents also became aware that Russell was putting pills into his socks while being transported. Two pills identified as Morphine Sulfate extended release were found.

Russell faces charges that include simultaneous possession of drugs and firearms, a Class Y felony; possession of a firearm by certain persons, a Class B felony; and possession of schedule I or II less than two grams, a Class D felony. In addition, he is also being held for a parole violation hold.

Russell appeared in court before Judge Tommy Fowler on Friday. Bail was set at $150,000 cash or surety with a condition for no possession of weapons if released. Even if he makes bail, the defendant must resolve his parole hold before being released.

His next court appearance is scheduled for June 27.

All suspects are innocent until proven guilty in a court of law.
