MANILA, Ark. — An Arkansas State Police trooper took an 18-year-old Osceola woman to the ground and struck her once in the face during an arrest following a traffic stop near Manila, according to an ASP use-of-force report.
The Aug. 1 encounter involved Trooper Moisses Arellano and Alisa N. Hackett. Police video documents the traffic stop and arrest.
Arellano reported that he was assisting another trooper at the Amstar gas station on Arkansas 18 around 10:42 p.m. when he saw a car traveling west with its hazard lights activated and passing other traffic.
The trooper estimated the car was traveling about 60 mph in a 40 mph zone. After catching up to it outside Manila, he recorded a radar reading of 71 mph in a 60 mph zone, according to the report.
Arellano stopped Hackett approximately three miles east of the intersection of Arkansas 18 and Arkansas 119. Hackett reportedly told him that her window was broken and she was trying to get home.
During the stop, Arellano reported seeing that Hackett was not wearing her seat belt and that the license plate was covered by a plate cover. He also reported finding a cold bottle of liquor on the front passenger seat. Hackett’s driver’s license showed that she was under 21.
Arellano initially prepared citations for speeding, not wearing a seat belt and possession of alcohol by someone under 21. He also told Hackett that her driver’s license would be confiscated and that she would receive a temporary license.
The trooper described Hackett as upset while she signed the paperwork. He wrote that he asked whether she was trying to go to jail. Hackett reportedly responded that if she had wanted to go to jail, she would not have stopped.
Arellano then called another trooper and learned that Hackett had allegedly been stopped for speeding several days earlier and found with an open container. The other trooper had allowed her to dispose of the alcohol and issued a verbal warning, the report states.
Arellano wrote that he decided another citation would not adequately address the repeated alcohol possession and chose to arrest Hackett.
Hackett initially stepped out of the car without incident, according to the report. As Arellano attempted to take hold of her left hand, however, he said she turned toward him, repeatedly asked what she had done, and pulled her arms away.
Arellano took Hackett to the ground and ordered her to roll over. He reported that she continued pulling her wrists away and said she had done nothing wrong and needed to call her mother.
“After giving multiple commands for her to roll over without compliance, I delivered one closed-fist strike to the left side of her face in an attempt to gain compliance,” Arellano wrote.
The trooper then drew his taser and aimed its laser across Hackett’s belt line. He did not fire the weapon. Hackett rolled over and placed her hands behind her back after seeing the laser, according to the report.
Arellano reported that Hackett continued pulling away as he escorted her to his patrol vehicle, prompting him to pin her against its hood. She yelled for passing motorists to call her mother and help her, the report states.
Emergency medical personnel evaluated Hackett after she requested an ambulance. The report states that no visible injuries were found, although Hackett complained of leg pain from being taken to the ground. She was then transported to the Mississippi County Detention Center.
The report lists allegations of refusal to submit to arrest, possession or purchase of alcohol by someone under 21, speeding, not wearing a seat belt, improper display of a license plate, and violating restrictions on vehicle lamps.
All suspects are innocent until proven guilty in a court of law.

He did not explain to her why she was being arrested. He explained to her why she was being ticketed, issued a temporary license and a court date. After that, she signed some paperwork related to the tickets, and the stop was essentially over. But the trooper didn’t like how she dropped the signing board on her passenger seat after she had signed it, went back to his cruiser to speak with another trooper, agreed that she should be arrested for essentially being a jerk, which is NOT a crime and then proceeded to arrest her without telling her why. It was retaliation, pure and simple. And no, I don’t hate cops. I’m just not blinded by the blue like you…

The trooper was out of line. He did not identify himself. He did not even know the laws he was trying to enforce he committed terroristic threatening as the law is wrote when he had her in cuffs he said he would punch her again. He bragged about tuning her up. The other cop he called identified her as a black chic very racist. The ASP has become worse than most street gangs. For gods sake that ambulance service I hope never has to come to my aid or anyone I care for that went was very unprofessional.
Oh he knew the laws of the state and he knows the law of common sense. He just did not care about the laws. He was to busy getting his rocks off as he was being the “big” man. While he was over powering an 18 year old female.
