PARAGOULD, Ark. — A Paragould police investigation led to the arrest of a registered sex offender after authorities said he failed to report access to a vehicle and was found with drug paraphernalia.
Kenneth Lee White, 67, was arrested for failing to comply with registration requirements, a Class C felony, and possession of drug paraphernalia, a Class D felony.
According to a probable cause affidavit from the Paragould Police Department, officers contacted White while he was working on a red Dodge Caravan near a residence on Newton Street in an area police described as having high drug traffic.
Police said White was known to be on active probation with a search waiver on file. During a search of White’s person, an officer reported finding a small square tin containing a cut straw with white residue inside. The affidavit said cut straws are commonly used to ingest illegal narcotics nasally.
The affidavit also said White has a prior conviction for violating the Uniform Controlled Substances Act.
Police said White is a Level 2 sex offender and is required under Arkansas law to comply with sex offender reporting requirements. According to the affidavit, White had been contacted on May 14, 2026, while driving the same red Dodge Caravan, but had not reported having access to the vehicle on his sex offender registration.
During an interview under Miranda, police said White admitted to driving the vehicle three times in the past two weeks.
District Judge Curtis Hitt set White’s bond at $75,000 cash or surety.
Online records from the Arkansas Department of Public Safety show White to be a level 2 sex offender convicted of rape with a moderate risk to the public.
White has been previously arrested for failure to comply.
All suspects are innocent until proven guilty in a court of law.
