Jonesboro Man Accused of Repeatedly Peering Into Child’s Bedroom Window

A Jonesboro man faces a felony voyeurism allegation after police say security footage showed him repeatedly peering into a child’s bedroom window. Bond was set at $200,000 cash or surety.

JONESBORO, Ark. — A Jonesboro man was arrested after police said home security footage showed him repeatedly approaching a neighbor’s home and peering through a child’s bedroom window.

Carl Wayne Deal faces a Class C felony allegation of voyeurism, according to a probable cause affidavit and first-appearance records. Bond was set at $200,000 cash or surety, with GPS ankle monitoring ordered as a condition of release.

Security Footage Detailed in Affidavit

Officers responded to a Jonesboro residence Oct. 16 after a homeowner reported a trespasser. The homeowner told officers that security cameras had recorded Deal, a neighbor, looking into the child’s bedroom window, according to the affidavit.

Investigators reviewed footage that showed Deal triggering the surveillance system 13 times between 7:09 and 7:51 p.m., the affidavit states.

Police said the footage showed Deal approaching the window wearing shorts and no shirt, crouching down and getting onto his hands and knees to look directly through the windowpane. His body blocked security lighting reflected on the ground outside the bedroom, which investigators cited as corroboration of his position at the window.

The homeowner told officers the child was inside the bedroom sorting through the child’s closet and was in various stages of undress at the time, according to the affidavit.

Investigators described at least 12 instances between 7:09 and 7:38 p.m., followed by a final return at 7:51 p.m.

The affidavit alleges that the repeated conduct showed Deal knowingly intruded on the child’s privacy to view the child in a state of nudity for sexual arousal or gratification. Investigators cited the child’s age, under 14, in seeking the Class C felony allegation.

Although the affidavit also describes the alleged conduct as criminal trespass, the first-appearance paperwork provided to NEA Report lists voyeurism as the offense.

Arrest, Bond and Court Date

A bench warrant was prepared and signed by Judge Boling on Oct. 17, and Deal was arrested later that day, according to the affidavit, which was sworn Oct. 19.

On Monday, October 19, Special Judge Ralph Wilson found probable cause to detain Deal on the voyeurism allegation and set the $200,000 cash or surety bond. The release order also calls for electronic GPS ankle monitoring.

Deal’s next court appearance is scheduled for 8:30 a.m. Nov. 23 at the Craighead County Courthouse in Jonesboro, according to his first-appearance paperwork.

All suspects are innocent until proven guilty in a court of law.
