Bail Set At $250K for Two All-Star Solutions Owners Arrested in Alleged $250K Roofing Scheme

JONESBORO, Ark. — Two company owners were taken into custody early Thursday morning following a Jonesboro Police Department investigation into an alleged roofing scam involving more than $250,000 in unfulfilled contracts.

Police said William “Zach” Herron and Melissa Herron, owners of All-Star Solutions of Jonesboro, were arrested on multiple felony charges, including continuing a criminal enterprise (Class Y felony), theft of $25,000 or more (Class B felony), theft of services of $25,000 or more (Class B felony), and obtaining a signature by deception (Class D felony).

On Friday, Judge Tommy Fowler set bail at $250,000 cash-only, with a GPS ankle monitor ordered for both defendants. The judge also noted the charges were “for now,” as prosecutors may amend the charges both are facing when the actual charges are filed. Chief Deputy Jessica Thomason said in open court she anticipated more charges being brought against the Herrons. Their next court date is Dec. 16.

According to JPD, the investigation began in October after the department received numerous reports that customers had paid for roofing services that were never completed. Detectives executed search warrants on All-Star’s business records and discovered more than 51 clients who collectively paid over $250,000 to the company but did not receive the services they purchased or any refunds. Some contracts dated back to May 2024.

An investigation into All-Star’s business records, conducted through search warrants, revealed that over 51 clients who were solicited by All-Star’s sales representatives for roofing services and paid a total of over $250,000 to the company have not received any services from All-Star or requested refunds. Both suspects were booked into the Craighead County Detention Center and will remain there pending a probable cause hearing, when a judge will set bond.

Police are asking anyone who is still owed money or services by All-Star Solutions and has not filed a report to contact Detective Austin Morgan at 870-935-6710.

A previous post made by the male suspect on March 15 shows the male defendant claiming that his work is “not a money grab. People are in desperate need of help, and it’s your time to shine.”

All suspects are innocent until proven guilty in a court of law.
