Judge Charles “Skip” Mooney, Jr. Announces Re-Election Bid for Second Judicial Circuit Seat

JONESBORO, Ark. — Circuit Judge Skip Mooney, Jr. announced today he will seek re-election for a second term as Circuit Judge, Division 5, for the Second Judicial Circuit where he serves as General Jurisdiction, a Juvenile Judge and Specialty Court Judge. The judicial circuit covers Clay, Craighead, Crittenden, Greene, Mississippi and Poinsett Counties.

“It has been a privilege for me to serve as Circuit Judge, and I have been committed to providing fairness and justice for those that have appeared in my court,” Skip Jr. said. “During my last campaign, I promised to do whatever I could as a Circuit Judge to reform our judicial system to address the recycling of so many in our overburdened criminal, juvenile, and DHS court dockets. Dockets that involve thousands of people suffering from chemical addiction and related mental issues, most of which started using at a very young age,” Mooney added.

Judge Mooney has presided over thousands of cases throughout the Second Judicial Circuit, and he has never been reversed by an appellant court. He also serves as the Specialty Court Judge for the Crittenden County Adult Drug Court and the Poinsett County Adult Drug Court. Mooney was a major factor in establishing an Adult Drug Court program for Poinsett, Arkansas.

“Despite my many disagreements with the Department of Corrections and the Public Defender’s Office, the power given to me by voters has allowed us to build a very successful program in Poinsett County, however, as it has been said, ‘Rome wasn’t built in a day’ and I am seeking one last term to continue to build this program and to attempt to establish an Adult Drug Court for Clay County, Arkansas,” Mooney stated.

Prior to taking the bench, Judge Mooney represented families and businesses in all areas of the law for 38 years throughout the Circuit. He provided ethical training to lawyers on behalf of the Arkansas Bar Association, and he served as a board member of the ARJLAP Foundation that provides mental health and substance abuse services to the legal community.

In addition to his legal career, Mooney founded a local organization that established school chapters in Craighead County involving thousands of children to teach them leadership skills and the dangers associated with local chemical addiction issues. As a result of his community leadership, Mooney has been honored with multiple public service awards, including:

  • The National Grand Lodge, Benevolent and Protective Order of Elks’ Distinguished Citizenship Award
  • The Arkansas Bar Association and Bar Foundation’s C.E. Ransack Award of Excellence
  • The Arkansas Medical Society’s “Shuffield Award”
  • The Out of the Dark Inc.’s Humanitarian Award
  • The Jonesboro Sun’s “Best Attorney Under the Sun Award” (2019)
  • The Arkansas Prevention Network’s “People Making a Difference Community Award”

“I am blessed to have to been able to learn from so many great lawyers and judges throughout my career,” Mooney said. “With my experience involving all types of legal cases, I know that I can still be part of the solution, and I will serve everybody with respect, real justice and fairness, if given the opportunity to serve another term,” Mooney added.

Skip, Jr. has been married for the past 40 years to his wife, Jill, and they have two adult children and two (2) grandchildren. They are both lifelong residents of Craighead County.
