BAY, Ark. – Arkansas State Police have released footage of the fatal police pursuit of Stephen Kyle McMasters from October, 2023 in Bay.
The footage shows then-Officer Christopher Shull chasing after McMasters for several minutes. Shull collides with the utility vehicle three times without the vehicle stopping. Then, Shull loses distance on the vehicle and increases his speed to catch up. For a fourth time, as the UTV’s brake lights come on, Shull collides with the UTV, this time with more force – 68 MPH, according to the dash camera.
“I just hit him dispatch,” Shull says over the radio. “He wrecked out.”
The quality of the video is bad and the audio quality is even worse. NEA Report edited together both the front dash camera and the rear dash camera footage, along with the only audio that was usable from both video files.
A grand jury declined to indict Shull on charges including negligent homicide, as reported here.

That is a lame excuse for police video. I don’t know why the dude was fleeing he should have stopped when the blues were lit but the cop should’ve let it go theres no justification for so many pit maneuvers my goodness it’s Bay Ar not Memphis TN. Cop should have at least been stripped of his law enforcement career, he’ll the other guy is dead.
He is already an officer for the Trumann police department right down the road. He was fired from Jonesboro. Fired from Bay. Then as soon as the grand jury decided not to indict him, Trumann gave him a job. He’s back in uniform.
A cop who apparently shouldn’t have been a cop. I hope the family goes after the city as well as him, they were responsible for hiring him.
Bay resident here! This is the same guy who posted the ride the lightning video of him tazing a woman in Jonesboro. Then was fired for same thing that happened in Bay but didn’t result in a death. HE SHOULD BE PROSECUTED FOR SOMETHING!!!! AND STRIPPED OF HIS CAREER!! It’s a common practice of his to endanger the community he serves.
