Cash Man Accused of Strangling, Beating Woman in Domestic Incident

CASH, Ark. — A Cash man has been arrested after police say he assaulted a woman during a domestic disturbance last week.

According to a probable cause affidavit, officers with the Cash Police Department responded on Sept. 18 after a report of a physical altercation. The woman told police the incident began with yelling before Philip Byard, 39, allegedly began punching her in the face and head.

During the struggle, Byard is accused of grabbing the woman by the throat, cutting off her airway and making her feel like she was about to lose consciousness. Officers noted redness around her neck and blood on her face, including her nose and head, as well as blood in her mouth.

Byard was arrested on accusations of second-degree domestic battering, a Class C felony, and aggravated assault on a family or household member, a Class D felony.

District Judge David Boling set Byard’s bail at $75,000 cash or surety with conditions including a GPS ankle monitor. Boling noted two prior failures to appear in court in determining bond.

All suspects are considered innocent until proven guilty in a court of law.
