Jonesboro Woman Arrested After Leaving Puppy Without Necessities

JONESBORO, Ark. – A Jonesboro woman was arrested this week after animal control officers found a puppy tied up outside without any food, water, or shelter.

The incident happened at about 3:12 PM on October 17 at the 1700-block of Pine View. Animal control responded in reference to a dog outside tied to a satellite dish.

Upon arrival, animal control reported that the dog was visibly tied up, and there was no access to food, water, or shelter for the animal. The dog appeared to be a puppy, estimated to be around 3-4 months of age.

The occupant of the apartment explained that the dog had been placed outside while she cleaned up after the animal. However, the actions were in violation of city ordinances regarding animal care.

When the officers asked her to identify herself, the report says the woman refused, which is an obstructing governmental operations charge when officers have lawful reason to detain someone (such as for violating city law).

Ariel Monique Mccleod, 33, of Jonesboro, was arrested for obstructing governmental operations and a contempt of court warrant for failure to pay fines.
