HELENA-WEST HELENA, Ark. — A clerk for the Phillips County Judge’s Office has been charged after an Arkansas State Police investigation and state audit found more than $16,000 in allegedly unallowable purchases on a county credit card.
Kara Harvey, 44, faces charges of theft of property and fraudulent use of a credit card or debit card, according to Arkansas State Police.
The investigation began in August 2025, when First Judicial District Prosecutor Todd Murray asked the ASP Criminal Investigation Division to investigate the alleged theft or misuse of a Phillips County credit card.
ASP said its investigation, along with an audit conducted by Arkansas Legislative Audit, found Harvey made $16,642 in unallowable purchases.
Those purchases allegedly included 84 gift cards and prepaid debit cards.
Harvey surrendered to the Phillips County Sheriff’s Office on Aug. 20. She was served with a warrant and released on her own recognizance.
ASP said the investigation remains ongoing and no additional information will be released at this time.
All suspects are innocent until proven guilty in a court of law.
