Paragould Suspect Arrested On Felony Stalking Charge, Accused Of Repeatedly Following Protected Party

PARAGOULD, Ark. — A Paragould suspect was arrested on a felony stalking charge after police say he repeatedly followed and surveilled a protected party despite an active order of protection.

Phillip G. Walker, 49, was arrested on a charge of stalking, a Class B felony, and violation of an order of protection, according to affidavits from the Paragould Police Department.

According to the affidavits, Walker was previously arrested on Jan. 6, 2026, for terroristic threatening and harassment involving his ex-wife. An ex parte order of protection was issued Jan. 13, and he bonded out of jail Jan. 16, with conditions requiring him to comply with ankle-monitor requirements. Police served him with paperwork regarding the order of protection Jan. 20.

Since Jan. 20, the victim reported numerous incidents of Walker following her, surveilling her and contacting her. She also reported finding a tracking device on her vehicle.

On Feb. 10, Walker filed a report with police regarding an encounter in traffic with the victim. On Feb. 17, the victim called 911, reporting the defendant was again following her in traffic.

According to the affidavit, ankle monitor data showed Walker had been near the victim’s residence and place of work on numerous occasions. The data also showed he had been near another protected party’s school property on multiple occasions.

Judge Curtis Hitt set Walker’s bail at $50,000 cash only.

All suspects are innocent until proven guilty in a court of law.
