Paragould Men Accused of Endangering Child, Fleeing Police

PARAGOULD, Ark. — Two men are facing charges after police say they fled officers during a theft investigation, leaving a child and a dog unattended in a vehicle.

According to a probable cause affidavit, officers went to a residence on North 15th Avenue on Aug. 16 while following up on a theft case. When they arrived, they found 33-year-old Bubba Sullivan sitting in the passenger seat of a GMC Yukon in the driveway.

While officers attempted to make contact with people inside the home, dispatchers advised them that neighbors reported seeing several individuals run out the back and crawl under a fence. Officers were unable to locate those individuals and returned to the front of the residence.

At that time, police said Sullivan had fled, leaving a dog inside the Yukon. With temperatures at 92 degrees and a heat index of 97, officers contacted animal control. While waiting, they saw a 6-year-old girl exit the vehicle. The child identified the driver as her father, 28-year-old John W. Rubbo, and the passenger as Sullivan, according to the affidavit.

The Yukon was registered to Rubbo’s significant other. Officers later located the stolen property inside the residence.

About two hours later, police received information that Rubbo was at his residence on South 3rd Street. Officers initially could not find him, but later spotted him near a shop building. A fence nearby was damaged, and officers said Rubbo was found hiding in bushes in the yard.

Rubbo is accused of first-degree endangering the welfare of a minor, a Class D felony, as well as misdemeanor counts of fleeing and criminal trespass. His bail was set at $10,000 cash-only, with conditions that include a no-contact order and a GPS ankle monitor.

Sullivan is accused of first-degree endangering the welfare of a minor and fleeing. His bail was set at $10,000 cash or surety, with a no-contact order.

All suspects are innocent until proven guilty in a court of law.
