JONESBORO, Ark. — A Paragould man was arrested for alleged possession of child sexual abuse material, according to a probable cause affidavit filed on July 16 in district court.
On June 3, 2025, JPD’s Internet Crimes Against Children (ICAC) Division received a tip, relayed through Arkansas State Police ICAC from the National Center for Missing and Exploited Children, notified originally by Dropbox Inc. The cypertip stated that a user, Brandon Ralph, uploaded videos depicting a female between the ages of 11 and 12 engaged in sexual activity with a juvenile male.
Police obtained a search warrant for Google and Dropbox. They tracked an IP address to a rental company in Jonesboro. Police learned the rental company has open internet access for their customers. William Brandon Ralph was a recent tenant who had been evicted and had access to the WiFi, the affidavit said.
In the suspect’s Dropbox account, Detective Adam Hampton wrote that he was able to locate videos of William Brandon Ralph, with a copy of his birth certificate and identifying letters from driver control. Also in the account were six videos and ten pictures of alleged child sexual abuse material.
Police seized numerous electronic devices for processing when they served the arrest warrant on July 15 at a residence in Paragould. Drug paraphernalia, including bongs and meth pipes, were reportedly found. The suspect was transported from Paragould to the Craighead County Detention Center.
William Brandon Ralph, 40, of Paragould, faces sixteen counts of possession or use of child sexual abuse material, Class B felonies punishable by 5 to 20 years in prison, each.
Ralph appeared before Judge Tommy Fowler on July 16 for his bond hearing. He exercised his right to have his public defender present for the purpose of setting bond, which ended the hearing. Ralph will be held without bond until an attorney can get him before a circuit judge to set bond.
Notes indicate he faced a $1 million bond, had he not exercised his rights.
His next court appearance is scheduled for August 21.
All suspects are innocent until proven guilty in a court of law.
