JONESBORO, Ark. — A Paragould man faces a charge that he allegedly sexually assaulted a 12-year-old child in Jonesboro.
The probable cause affidavit states that on January 4, 2024, a woman contacted Detective Adam Hampton at the Jonesboro Police Department to report her child had disclosed being sexually assaulted a few years back. The 12-year-old victim was interviewed by a Crimes Against Children Division investigator, disclosing that Kylann Evins had allegedly committed sexual assault. Evins is the ex-boyfriend of the victim’s mother.
The victim stated that Evins would enter the room, and call the victim’s name to see if they were asleep, and if he thought so, he removed the victim’s clothing and touched the victim. The victim was scared and would pretend to be asleep, according to the affidavit. The juvenile victim said it happened many nights when the mother was gone to work, continuing for a long time until they moved and the victim began sharing a room with a sibling.
The mother also told the detective of a time when Evins had been drinking heavily and one of her children was sitting on his lap as he was unbuttoning the child’s pants, the affidavit said. She confronted him and he stopped, but only for a time. He did it a second time and was told to leave. The mother stated the following day, she broke up with Evins and he moved out.
Evins was interviewed and asked if he had ever been accused of a sexual assault, to which he responded no, Detective Hampton reported. The detective then brought up a report in which Evins admitted to sexually assaulting a six-year-old cousin when he was a teenager. He hung his head and told the detective he did assault her, the affidavit stated.
The detective asked about being caught unbuttoning the victim’s pants. The affidavit says Evins said he did remember it, but said that he used to drink a lot and did that when intoxicated. The detective questioned him about touching the victim on multiple occasions, to which Evins again said that he used to drink heavily, “and couldn’t rule out that he may have touched [the victim] and said that it was possible.”
The detective prepared an arrest warrant, which was signed by Judge Tommy Fowler. Jail records show Kylann Carter Evins, 32, of Paragould, was arrested for second-degree sexual assault, a Class B felony, and released in less than an hour on October 18. A Class C felony is punishable by a range of 5 to 20 years in prison if convicted.
Notes on the probable cause affidavit indicate that an agreement was reached on the bond between Chief Deputy Prosecuting Attorney Jessica Thomason and defense attorney Bill Stanley. A temporary bond, $5,000 cash or surety, was set as his permanent bond at the probable cause hearing. A no-contact order was also issued.
All suspects are innocent until proven guilty in a court of law.
