Jonesboro Woman Charged With Felony Domestic Battering After Child Found Injured in Snow

JONESBORO, Ark. — A Jonesboro woman has been charged with felony domestic battering and child endangerment after police say her 9-year-old daughter was found injured outside a residence during freezing conditions.

Robbreanna Tishawn Franklin, 28, is charged with second-degree domestic battering, a Class B felony; first-degree endangering the welfare of a minor, a Class D felony; and resisting arrest, a misdemeanor.

According to a probable cause affidavit, officers responded on Feb. 1, 2026, to a 911 call from Franklin, who reported her 9-year-old daughter missing. Officers arrived at a residence on Scott Street, where they observed a juvenile female sitting in the snow wearing only an oversized sweatshirt and no shoes. Police said the child’s appearance matched the description provided by Franklin.

When officers made contact with the child, she identified Franklin as her mother and told officers that Franklin had kicked her out of the residence and instructed her to return later.

Officers reported observing fresh bruising around the child’s left eye. The victim told police Franklin had punched her in the face with a closed fist. Further examination revealed bruising on both of the child’s arms. The affidavit states the victim reported Franklin had beaten her with a metal bar from a broken bed frame and a folded phone charging cable.

Police attempted to take Franklin into custody, but the affidavit states she resisted arrest and refused to enter the patrol unit. Officers reported having to physically pull Franklin into the vehicle while a second officer pushed from the opposite side to secure her for transport.

The child was transported by ambulance to St. Bernards Medical Center for treatment. Medical staff documented bruising consistent with the victim’s statements, including patterned injuries matching the loop of a folded cable and linear bruises approximately a half-inch wide consistent with a metal bar. The child was also noted to have minor lacerations on her back and hands. Medical staff confirmed the child’s top left molar was broken in half.

During a follow-up interview, the victim stated Franklin discarded her clothing and belongings in a trash can at the curb. Officers located an overturned black trash can containing the child’s belongings inside the residence. Police also reported finding multiple broken pieces of a bed frame and a cable consistent with the victim’s description. Officers measured the cable at approximately two feet in length, which the affidavit states corroborated the victim’s account.

Franklin’s bond was set at $100,000 cash or surety by Judge Tommy Fowler. A mental health evaluation was ordered as a condition of release. Franklin’s next court date is scheduled for March 20.

All suspects are innocent until proven guilty in a court of law.
