Officers responded to a shots fired call in the 400 block of North Bridge shortly after 6:30 Friday morning and found that Manning had been shot. The victim was administered aid and transported by ambulance to a local hospital where he was subsequently pronounced dead.

Officers had looked for Rankin the entire day Friday but had been unable to locate him until residents of Miller Street flagged down officers shortly before 8 p.m. and told them that the man they were seeking was walking down Miller Street. Patrolman Ethan Sanderlin approached Rankin as he was about to get into a car in the 200 block of Miller Street, identified him and took him into custody.

Rankin was taken to the Craighead County Jail where he is being held pending a first appearance before a District Court judge next week.

Officers had responded to a shots-fired complaint in the same area Thursday night, but no one was struck by gunfire and no one was arrested.

Through investigation Friday morning, officers identified Rankin as a suspect in the slaying. Police Friday morning searched a nearby house on Allen Street where they believed the suspect had fled, but he was not located there.
