VIDEO: TVI Ends Pursuit Leading to Fentanyl, Other Charges in Mississippi County

MISSISSIPPI COUNTY, Ark. — A North Little Rock man is facing multiple felony charges, including trafficking fentanyl, following a high-speed pursuit that ended with his arrest in Mississippi County earlier this month.

According to a report from the Arkansas State Police, the incident occurred Jan. 7, 2026, shortly after 4 p.m. while a trooper was patrolling East Main Street in Blytheville. The trooper reported observing a black Toyota Camry traveling on the center fog line before attempting a traffic stop near East Main Street and South Lockard Street.

The vehicle failed to yield and instead fled, leading troopers on a pursuit through multiple roadways, including Ash Street, Ruddle Road and Parkway Drive. The report states the suspect reached speeds exceeding 100 mph, passed vehicles on a solid yellow line and drove recklessly before troopers attempted Tactical Vehicle Intervention maneuvers.

The pursuit ended at the intersection of Ruddle Road and Northeast Parkway after the vehicle was disabled in a ditch. The suspect, later identified as Rennie Sims, exited the vehicle and was taken into custody without further incident.

Troopers reported Sims showed signs of impairment and had the odor of intoxicants. A search of the vehicle located marijuana and an open container of alcohol. During booking at the Mississippi County Detention Center, officers reported discovering a substance that later tested positive for fentanyl.

Rennie E. Sims., 30, of North Little Rock, faces the following charges:

  • 27-16-602 – NO DRIVER’S LICENSE
  • 27-22-104 – NO LIABILITY INSURANCE
  • 5-54-125(d)(1) – FLEEING – VEHICLE OR CONVEYANCE
  • 5-64-419(b)(5)(A) – POSSESSION OF CONTROLLED SUBSTANCE SCHEDULE VI L/T 4 OZ
  • 5-71-218 – OPEN CONTAINER OF ALCOHOL IN MOTOR VEHICLE
  • 5-54-119 – FURNISHING, POSSESSING PROHIBITED ARTICLES
  • 5-65-103 – DRIVING WHILE INTOXICATED 1ST
  • 5-65-205 – REFUSAL TO SUBMIT TO CHEMICAL TEST
  • 5-64-419(b)(1)(A) – POSSESSION OF CONTROLLED SUBSTANCE SCHEDULE I’II
  • 5-64-440(c)(2) – TRAFFICKING FENTANYL

He remains in custody as of Feb. 7. Records also show he is in contempt of court in Pulaski County for failure to pay. The case stems from a guilty verdict for driving without a license. Records show he recently completed a six-year prison term.

All suspects are innocent until proven guilty in a court of law.

Trooper’s Report:

On Wednesday, January 7, 2026, at approximately 4:04pm, I was patrolling through East Main Street in Blytheville, in the outside lane. I observed a Black Toyota Camry in the inside eastbound lane pass me and applied his brakes. I observed the vehicle to be traveling on the center fog line. I ran the license plate information (Arkansas BAE89P) through ATLAS and the vehicle return.

I initiated my emergency lights and initiated a traffic stop on the above vehicle near East Main St and South Lockard St. The suspect vehicle failed to yield and continued to travel south on South Lockard Street, then a right turn onto Ash Street, where I then initiated my emergency siren. The suspect came to stop in the middle of the street with his hand hanging out of the driver’s window as well as his head looking back towards me. As I exited my patrol vehicle, I was giving the suspect verbal commands to stop. The suspect then drove away fleeing from the traffic stop.

I then pursued the suspect westbound on Ash Street with speeds up to 74 miles per hour. The suspect then made a right turn onto Ruddle Road, then an immediate left turn onto Northeast Parkway Drive that looped back onto Southeast Parkway Drive. The suspect then made a right turn onto Ruddle Road and continued south. The suspect was driving recklessly at speeds of 100 miles per hour and passing on a solid yellow line.

I closed the distance to perform a Tactical Vehicle Intervention (TVI) maneuver. The suspect braked hard and came to a stop. I braked and slid past the suspect, contacting his driver’s side mirror with the front right portion of my pit bumper. The suspect then turned around and continued to flee north on Ruddle Road.

I was able to get turned around and continued to pursue the fleeing suspect still at speeds more than 100 miles per hour. I was able to close the distance and approach the suspect vehicle on the driver side and successfully perform a Tactical Vehicle Intervention (TVI) maneuver at the intersection of Ruddle Road and Northeast Parkway.

The suspect vehicle became disabled in the ditch. I exited my patrol vehicle with my service weapon drawn and started shouting verbal commands for the suspect to show me his hands and to exit the vehicle. To get a better view of the suspect while he was attempting to exit the vehicle, I changed my tactical position and acquired an angle from the front of the suspect vehicle.

To avoid a crossfire situation, I communicated with Trooper Daniel Young to change his tactical position. Trooper Daniel Young acquired a better angle on the suspect by approaching from the passenger side of the vehicle creating an L shape angle. The suspect eventually complied and exited through the front passenger door and lay on the ground, where Trooper Daniel Young established control of the suspect and placed him into custody.

I then conducted a safety sweep of the suspect vehicle to ensure that no other passengers or suspects were in the vehicle. The suspect, who was identified as Rennie Sims, was searched and placed into the backseat of my patrol car. Sims did not have any apparent injuries, and he stated that he was not injured but that he was only scared.

Sims had the odor of intoxicants coming from his person and he appeared to be under the influence of drugs and alcohol. Sims was sweating and I noticed that his pupils appeared to be dilated.

I conducted a search on the suspect vehicle and located an orange pill bottle in the front passenger door pocket. The bottle contained a small amount of marijuana. Also inside the vehicle was an open container of alcohol in the center console.

An auto storage report was completed before Sims’s vehicle was towed from the scene by Hopper’s Towing in Blytheville. Sims was then transported to the Mississippi County Detention Center.

During the booking process, Mississippi County Detention Officer Sloan located a white rock like substance in a clear plastic baggie on Sims’s person. (See Officer Sloan’s Narrative for further.) Sims was left in the custody of the Mississippi County Detention Center with a probable cause hearing for the following charges:

27-16-602 – No Driver’s License; 27-22-104 – No Liability Insurance; 5-54-125(d)(1) – Fleeing – Vehicle or Conveyance; 5-64-419(B)(5)(A) – Possession of Controlled Substance Schedule VI l/t 4 oz; 5-64-419(b)(1)(A) – Possession of Controlled Substance Schedule I’II; 5-71-218 – Open Container of Alcohol in Motor Vehicle; 5-54-119 – Furnishing, Possessing Prohibited Articles; 5-65-103 – DWI Drugs 1st; 5-65-205 – Refusal to Submit to Chemical Test; 5-64-440(c)(2) – Trafficking Fentanyl.

The marijuana evidence was logged into the Arkansas State Police evidence locker, located at the Mississippi County Sheriff’s Office. The other drug evidence was turned over to DTF and field tested. The drug did result in a positive test for Fentanyl.

A case file will be created and sent over to the Prosecutor’s Office.
