PARAGOULD, Ark. — Lifelong Greene County resident and respected community leader Brian Carter has officially announced his candidacy for State Representative, District 1. With a proven record of public service, deep community roots, and a commitment to common-sense conservative leadership, Carter enters the race with the full support of his family, colleagues, and neighbors.
Carter has been a public safety professional with the Paragould Fire Department since 1999. He currently serves as the Fire Marshal and Division Chief. Over the course of more than two decades, he has served in every position within the department and is known for his hands-on leadership and dedication to the public and their safety.
In addition to his career in fire service, Carter is also a small business owner and cattle farmer. He and his wife, Dr. Emily Carter, DVM, own and operate the Paragould Animal Clinic, which has served local families and their pets since 2006. Together, they have one son, Will, and attend the First United Methodist Church of Paragould.
Carter is a 1995 graduate of Greene County Tech, where he played football and ran track. He holds a Certificate in Fire Science from Black River Technical College and is a Certified Law Enforcement Officer. He also spent his early years working as a carpenter alongside his father and grandfather.
His decision to run for office stems from a desire to bring his real-world, conservative leadership to the State Capitol and serve the people of District 1 with integrity and accountability. His campaign will focus on:
- Criminal Justice Reform, informed by his law enforcement background;
- Infrastructure improvements, including levees, water, and wastewater systems;
- Public Safety and First Responder support;
- Economic development and local job growth through lower taxes;
Carter is a lifelong conservative and a member of the Greene County Republican Committee. His civic involvement has included memberships in the Paragould Chamber of Commerce, Rotary Club, Ducks Unlimited, and multiple national and state fire and veterinary associations. He is also a graduate of Leadership Paragould.
Outside of work, Carter is a pilot and enjoys hunting, fishing, and hiking. His community service includes volunteer work with city clean-up efforts, local festivals, and youth mentorship.
“I’ve lived in this district my entire life. I’ve worked hard, raised a family, served the public, and built businesses here. I know what matters to the people of District 1, and I’m ready to be their voice in Little Rock,” said Carter.

Arkansas House of Representative District 1 includes all of Clay and portions of Greene and Randolph counties. The primary election will be held March 3, 2026.
