JPD notifies community of sex offender, level 4 (most likely to reoffend)

JONESBORO, Ark. – A level 4 sex offender has moved to the 1600-block of Arrowhead Farm Road and JPD is notifying the public. Level 4 is a classification for sexually violent predators of the worst kind.

This Information has been released by JPD as a public notification. However, please read below as readers are being notified to be aware but not to abuse this information.

Sex Offender Level: 4

Target: Adult and Prepubescent Females

Brief Description of Crime:

Documentation Shows This Offender Was Convicted Of Two Separate Sex Offenses And Requires Lifetime Registration. The First Offense Was Sexual Assault Second Degree In March 2003. This Offense Involved The Offender Having Forced Sexual Contact With A 19 Year Old Female He Just Met. The Second Offense Was Sexual Assault Second Degree In June 2018. This Offense Involved The Offender Having Sexual Contact With A 9 Year Old Female.

The Jonesboro Police Department is releasing information pursuant to section 13 of Act 989 of 1997. Known as the Sex and Child Offender Registration and Community Notification Guidelines, promulgated by the Commission on Abuse, this act authorizes law enforcement agencies to inform the public of a sex offenders presence, when the release of such information will enhance public safety and protection.

Individuals appearing on these notifications have been convicted of an offense requiring registration with the Arkansas Crime Information Center. Further, their previous criminal history places them in a classification level that reflects the potential to re-offend.

The named offender is not wanted by the police at this time . This notification is not intended to increase fear. Rather, it is our belief that an informed public will be a safer public . Please do not take it upon yourself to notify anyone other than people, specified in this notice. This offender has advised the agency issuing this fact sheet that he will be living at the location given. It is the intention of this department to pursue every reasonable means to provide for the safety of the public. It is also our intention to do this in a responsible manner and attempt to avoid any unnecessary over reaction or fear. The Jonesboro Police Department has no legal authority to direct where a sex offender lives. Unless court order restrictions exist, this offender is constitutionally free to live wherever he/she chooses.

Sex offenders have always lived in our communities, but not until the passage of the Sex and Child Offender Registration Act were law enforcement agencies informed of where they were living. In many cases, law enforcement agencies can now share this information with the public. Citizen abuse of this information to threaten, intimidate or harass offenders will not be tolerated . Such abuse could potentially end law enforcements ability to share this information with the public. If notification ends, the only person who wins is the offender, since they derive power through secrecy.

Four risk levels apply. Level One means an offender is considered to pose a low risk of re-offense to the community warranting minimal notice to the community (usually other law enforcement only). Level Two means an offender is considered to pose a moderate risk, warranting limited notice. Level Three means an offender is considered to pose a high risk, warranting the notification of all community members likely to encounter the offender. Level Four status is reserved for offenders who are deemed sexually violent predators.

  1. If he was convicted of assaulting a 9 year old in June of 2018, then why is he OUT of jail??? Shouldn’t he be in PRISON. That’s outrageous that he would be out this soon!!!

    • I met this man awhile back he told me a girl lied on him and that him and some guy got into a fight and he stabbed a guy is why he was in prison . This man was around my grandkids omg this is very scary to me he should never have been able to get that close to them . that’s what I’m saying they lie and are sneaky about out smarting the cops to get to kids . why release a man like that put all of our kids in danger . how many other people have he lied to

  2. He doesn’t live out there anymore. He was removed from the property once he was found out to be a sex offender.

  3. But yet people serve LIFE for Marijuana??? People wonder why this country is at such a difficult time. People do NOT take sexual crimes against women and children seriously enough. He shouldn’t EVER he out if he is known to have a HIGH probability of repeating a crime. WTF!
